American Rescue Plan Task Force

At the January 23, 2023 meeting of the American Rescue Plan Task Force, it was decided to continue soliciting for new ARPA project submissions - there is approximately $250,000.00 available to be allocated towards appropriate projects.

The new deadline to submit ideas for the use of these funds is 4:00 pm on Tuesday, February 28th; there is an online form option as well as a downloadable PDF


At the November 7, 2022 meeting of the ARP Task Force, the following Priority Two & Three projects were formally recommended to the Board of Selectmen for consideration:

  • EVAC Exhaust Removal System - $25,000
  • EVAC Smartboard - $7,200
  • Ellington Historical Society Improvements - $15,000
  • Irrigation, Robert Tedford Memorial Park - $63,000

The Board of Selectmen approved all of these projects at their December 12th meeting, and authorized the Finance Officer/Treasurer to expend ARPA funds for the approved items. 


At the September 19, 2022 meeting of the ARP Task Force, the following Priority Two & Three projects were formally recommended to the Board of Selectmen for consideration, as well as an amendment to the High School Track project:

  • DPW Pickup - $45,000
  • Staff Vehicles - $70,000
  • Infield Grooming Unit - $24,000
  • High School Track - $630,000

The Board of Selectmen approved all of these projects at their October 17th meeting, and authorized the Finance Officer/Treasurer to expend ARPA funds for the approved items. The High School Track project will be sent to Town Meeting on November 14, 2022 for discussion and vote.


At the April 28, 2022 meeting of the ARP Task Force, the following projects, all designated as Priority One, were formally recommended to the Board of Selectmen for consideration:

Vernon Pump Station - $2,500,000; Crystal Lake Water Study - $75,000; Crystal Lake Fire Department Truck - $850,000; Police SUV - $50,000; High School Track - $230,000; Middle School Elevator Replacement - $95,000

The Board of Selectmen, at their May 9th meeting, approved all of the Priority One projects and authorized the Finance Officer/Treasurer to expend ARPA funds for the approved items. Those projects costing over $100,000 were sent to Town Meeting and approved on May 25, 2022. 


At the November 8, 2021 meeting of the Board of Selectmen, the following motion was made to establish the American Rescue Plan Task Force: 

MOVED (TURNER), SECONDED (COOK) AND PASSED UNANIMOUSLY TO ESTABLISH THE AMERICAN RESCUE PLAN FUND TASK FORCE, EFFECTIVE IMMEDIATELY, TO REVIEW THE SUBMISSIONS OF IDEAS AND PROPOSALS REGARDING THE USE OF THE AMERICAN RESCUE PLAN FUNDS, AND TO MAKE RECOMMENDATIONS FOR CONSIDERATION TO THE BOARD OF FINANCE AND THE BOARD OF SELECTMEN.  THE TASK FORCE MEMBERSHIP WILL CONSIST OF ONE (1) BOARD OF SELECTMEN MEMBER; ONE (1) BOARD OF FINANCE MEMBER; ONE (1) RESIDENT; ONE (1) ELLINGTON BUSINESS OWNER, ONE (1) NON-PROFIT REPRESENTATIVE; THE FINANCE OFFICER/ TREASURER; AND THE DEPARTMENT OF PUBLIC WORKS DIRECTOR/WPCA ADMINISTRATOR.


The Secretary of the Treasury is adopting as final the interim final rule published on May 17, 2021, with amendments. The provisions in this document are effective April 1, 2022.
