About the Department
The Human Services Department provides programs and services that meet the social services, health care and transportation needs of the community. Residents are provided direct service or referred to community-based programs.

- Energy Assistance Program - Access Energy
This federally funded program helps low to moderate income residents with heating costs during the winter months. Residents must make an appointment to complete the application process. Appointments begin in September for deliverable fuel heated households and November for utility heated households. Please contact this office for information or to schedule an appointment.
Utility Shut Offs – Eversource offers NuStart, a program to help low income individuals and families who have a delinquent balance and are in jeopardy of having their service terminated. A monthly budget arrangement is made and as long as the customer makes that payment every month, the past due amount is reduced over time.
- Renters' Rebate Program
If you are 65+ or a person receiving Social Security Disability and reside in Ellington, you may be eligible for a “rebate”. This income-based program provides a one-time payment to renters based on the rent and utilities paid in the previous year. Applicants must have resided in Connecticut for one year prior to filing. Applications are accepted by appointment from April 1 to September 29, 2017. Please contact this office to schedule an appointment. Elderly Outreach
The Ellington Human Services Department provides Ellington senior residents and their families with information on programs and services that can assist the elderly in living independently in our community. Rebecca Stack, Elderly Outreach/Social Worker, can assist elderly residents with applying for the Medicare Savings Program, food stamps/SNAP, review Medicare Part D and review supplemental health insurance options.
